rexec listen on port 513 or 514.
Check if that port is open on your server.
Secondly openning rexec opens a big security hole on server as any one can
execute a shell command with username and a password.
Secondly if you have .rhosts file in user (including root) with "++" in it
then password checking is not done.
I will not recommonded opening of port 513/514.
