Charles -- ~Your~ DNS configuration is technically
correct.  Unfortunately, when you don't have static ip, and your dns are
hosted on DHCP ip addresses, then all this careful configuration is of no
use :(

I think they have allotted DHCP ips on long lease to you - but even these
expire.  Also, if it's a brand new set up, wait a little (say 4 days) for
the DNS to propogate.  It takes that much time at least.

> localhost     A      127.0.0.1
> serv          A      203.197.150.52

DHCP addresses :)  And yes, you have done right with rDNS, but still -
when your ip doesn't remain static, all your work is no use.  Look at the
DNS servers used by vsnl.  Also use the "dig" command to find out about
your DNS setup.
