http://lists.linux-india.org/archives/linux-india/200002 (Feb 2000).  Lots
of posts on that.

Basically - pppd negotiation is not detected, so your connection is
broken.  Fix (sort of) - You ought to add a line in /etc/conf.modules -

alias char-major-108 ppp

That's about it.  You might also need to use mknod and create /dev/ppp for
this.   It works more often, let's say.  And you can blame VSNL - they
seem to be doing this.
