A while ago IIRC oracle was giving developer licenses for oracle
8.0.5 (or whatever) for free to gnu/linux developers. I don't know whether
its still valid or not.
That oracle for gnu/linux developer suite has Pro*C. I suppose
even now you can download it from oracle's site. If not, you can always
purchase it from oracle.
