Hum... Is the Obex stuff running ? The missing "OBEX" stuff is
the exact reason why the Palm won't attempt to connect.
I have to conjecture that somehow there is an endianess
problem with IRLMP_HINTS_SET. Could you check what's happening in
there (I don't have a MAC) ?

Your Pcmcia config is totally screw-up, because you load two
different Pcmcia bridge drivers. Please reinstall a recent Pcmcia
package, fix your scripts and don't load modules by hand.
