An invaluable part of programming on Windoze is the Microsoft 
Developer Network Library (MSDN Library), a collection of online 
documents.  A copy of the MSDN library comes with Visual Studio, 
to update it you've got to subscribe (see footnote 1).

IIRC, you can also access the current MSDN Library online at 
msdn.microsoft.com

A search for "irda" in the October 1999 MSDN Library nets me 
several dozen hits that mostly pertain to WinCE.  But go search 
for item Q139445 in the Microsoft Knowledge Base (also available 
online at support.microsoft.com)

Footnote 1:  Be sure to only look at MSDN _Library_, that's the 
collection of documents and is relatively inexpensive as stuff 
for Windows development goes.  Don't confuse the Library with an 
MSDN subscription such as Professional or Universal which 
includes copies of an enormous amount of MS software and is 
enormously expensive.
