irdadump is included in irda-tools package. It only depends on
libglib1.2 package. Don't need X.
Latest package (irda-tools_0.9.10-1.deb) is available at:
deb http://www.daionet.gr.jp/~knok/debian ./
deb-src http://www.daionet.gr.jp/~knok/debian/source ./
It will be uploaded to unstable distribution (woody) one of these days.
