Even though the reply is slighty terse and lacks the friendly spirit usually
found in this mailinglist, it is mostly correct.
Depending on what you want to do exactly there are several standards on this
site to choose from, so you should check which fits your needs best.

IrOBEX is popular at the moment for sending a bounded set of data. A palm
can receive without extra software if the headers are chosen right, so will
a PC running pyobex or QuickBeam. But feel free to choose another protocol
which is better for your application.

Identification of a device is done by exchanging XID packets described in
the IrLAP and IrLMP standards, you probably have to implement a minimal
implementation of those anyway.
