have you tried compiling the serial driver and irda as a module and only
loading the irda one?
I also saw on the list setserial /dev/ttyS1 uart_none or something
similar may work.
I have had it work on both the 2.2.15 and 2.2.16 though somehow the
2.2.16 seems more flakey on the irda but not pinned it down yet.
I've not seen any trafic with the serial driver but the nsc-ircc works.
