Strange, I'm using the same stuff and it works perfectly with my 
motorola L7089. This is what I did:

1) Installed irda-utils from RH6.2 distribution

2) Modified conf.modules as suggested in the IR-HOWTO, that is:
    # IrDA
    alias tty-ldisc-11 irtty
    alias char-major-60 ircomm_tty

3) Created the irnine device with:

        mknod /dev/irnine c 60 64

4) Started IrDA by typing:

        /etc/rc.d/init.d/irda start

5) Put the phone in front of my laptop "eye" and activated the IR port

6) Started 'dip' using 'irnine' as tty and typed "at". I got an echo 
and a OK, then everything worked as a modem (atz, atd012345, etc).

I was so pleased that I didn't cared about installing a new IrDA 
version!
