Keep in mind it could also be your WinCE machine that is causing problems.

I have a DI28 modem for my Ericsson T28. The IrDA in the phone is broken
in that after using it for a while you need to switch the phone off and
on after a while to make the thing speak to my laptop again. It does a
similar thing under MacOS, so it's not the laptop side that is the
problem. A phone firmware upgrade improved the situation a bit, but it
still gives problems (and added a whole lot of new bugs to the phone).

It seems many devices out there have very cheasy protocol implementations.
