Here's what I would do in your situation:

apt-get install build-essential devscripts debhelper dpatch zlib1g-dev \
  libtagc0-dev libusb-dev cli-common-dev mono-mcs fakeroot

dget -x http://people.debian.org/~jello/libkarma_0.0.6-2.dsc

cd ./libkarma-0.0.6/

debuild -us -uc -rfakeroot

sudo dpkg -i ../libkarma-cil_0.0.6-2_all.deb
