[PATCH 9/9] nds32: Fix the allmodconfig build. To make sure CONFIG_CPU_LITTLE_ENDIAN is default y

This way we can build kernel with CONFIG_CPU_LITTLE_ENDIAN=y and allmodconfig
will be available.
