The base file '.config' does not exist.  Exit.

Essentially `make kvmconfig' (and probably other similar targets)
did ignore KCONFIG_CONFIG set to a different filename.

If KCONFIG_CONFIG is set, use it; otherwise behave as if it was set
to `.config'.
