Add tests of GENMASK and GENMASK_ULL.

A few test cases that should fail compilation are provided
under #ifdef TEST_GENMASK_FAILURES

Sorry about the missing MODULE_LICENSE. I assume you just will drop v3
and use this instead, or should I have sent a patch with only
