OK, I see... s/select/depends on...

 +config SYSTEM_TRUSTED_KEYRING
 +      bool "Provide system-wide ring of trusted keys"
-+      select KEYS
++      depends on KEYS

That should fix it :-).
I set SYSTEM_TRUSTED_KEYRING=y in kernel-config.
