Mark function as static in bfa/bfad.c because it is not used outside
this file.

This eliminates the following warning in bfa/bfad.c:
drivers/scsi/bfa/bfad.c:1522:1: warning: no previous prototype for 
'restart_bfa’ [-Wmissing-prototypes]
