cpu/mcheck/mce.c defines mce_chrdev_write. No other file
uses or defines this function, so make this static.

This eliminates the follwing warning:
arch/x86/kernel/cpu/mcheck/mce.c:1981:9: warning: no previous prototype for 
‘mce_chrdev_write’ [-Wmissing-prototypes]
