APM in linux-2.2.0-pre5

It seems that the Linux kernels since 2.1.131 won't power
off the ATX desktop computer any longer as the 2.0.36 does
when typing the command 'halt -p'. 

I tested it on two ATX mother board desktop computers from
2.1.131 to 2.2.0-pre5. They all didn't work.
