Have you switched on the APM support in the BIOS?

"Set the hard drive to power down by putting /sbin/hdparm -S 100 /dev/hda
in your /etc/rc.d/rc.sysinit (100 is about 9 minutes; see man hdparm for
info) If you know you are going away, hit suspend mode. Redhat 5.1 doesn't
know how to turn off the screen or other hardware. An APM kernel is
supposed to give you screen power off capability when it automatically
blanks, but I haven't checked."
