Sorry, I sent this before the response about "halt -p" which I've now done and 
works OK.  

As for the other bits of APM, in detail, I used to have screen blanking after 
2mins, followed by suspend (not suspend to disk) after approx 5mins, where the 
hard disk would spool down and I'd have to hit the power/resume button to 
resume.

Suspend to disk (on low battery or manually) worked OK too.  I appear to be able 
to do this manually, but havn't let my battery run out yet to test the other!

I'm not sure if APM is not working per se (?) or if it is simply new (2.2) 
activity that is stopping the APM kicking in.  How do I tell the difference?
