I don't think I ever changed anything by hand. I believe I'm using
pcmcia-3.0.4. I know I tried to go the the next level above what I have and
had probs. It was easier to revert, than to fix the new probs. I might have
kept the newer config file, though.

That I don't know. I don't both with it and only occasionally use the serial
port anyway.

I've only changed /etc/pcmcia/network.opts to add different networks and used
setserial to figure out which ttys? to use in my ppp script.

Mine don't light up until there is a connection. They're link lights and
should only be on when you have a connection.
