That's one way to do it, but changing runlevels should not be necessary.
Some getty's (at least mgetty is one) can be run on the port to allow
logins, without interfering with software like pppd on the same port. I
used to have my home system setup to dial out with pppd, and also ran
mgetty on the same port. If pppd died, I could dial into it and mgetty
would answer.
