Try writing a line to /etc/sysconfig/apmd saying

APMD_OPTIONS="-r '/usr/bin/run-parts /etc/apm/resume.d'"

If you have your cmos clock set to UTC then you may need to place "-u"
in there as well, although depending on the version of the apmd RPM the
apmd init script might do that automatically (it does on apmd-3.0beta5-7).
