I think that the corel OS docs are referring to the WINE project, which
is heavily supported by them. The project developed an interface between
linux and the windows system .DLL files. It is not an emulator, but an
implementation of the Windows APIs on Linux.

Now it is possible to run a great many windows apps without the
microsoft tax or vmware (although I still use vmware for a great number
of tasks).
