I am sorry that this has taken so long, but here it is.
This patch does the following:
- Allow user mode programs to reject standby and suspend
operations.
- Make power off work on SMP again.
- Use set_current_state.
- Fix loading as a module with CONFIG_APM_REAL_MODE_POWER_OFF.

I have submitted it to Linus for inclusion in 2.3/2.4.
So now you can all recompile your apmd's ...
