What is the latest AMD GPU that can be used without microcode?

I have seen here, that evergreen chips are now supported:

Maybe all pre-GCN cards are capable of running without microcode updates and 
not having to run VESA.
The radeon driver itself supports even the first generation of GCN cards.

Are some of the Northern Islands GPUs also capable of beeing used without 
microcode updates? Some of those can support Video encode (OpenMax/VAAPI) on 
VCE.
