I've had success with a device that was sold as the "Data Doctor".
Colors aside, it looks just like this "Skipdoctor":

It doesn't fill in, just allows you to easily perform uniform
radial abrasion.

A couple years ago I used either ddrescue or dd_rescue to read
data off a hard disk without stopping at the first error.  Also,
you might want to see if there's something useful for DVDs
surrounding libparanoia, which, last I checked, focused on reading
red book audio from SCSI CDROM devices.
