Basically, we use 0, 1, 2, 4 no matter what mode, e. g.
DTV_ISDBT_LAYERA_TIME_INTERLEAVING 1
means:
Interleave = 4 for mode 1
Interleave = 2 for mode 2
Interleave = 1 for mode 3
