Well, in my case(eMMC4.5), When Urgent bkops is set, i can see Level-0 or 
level-1. I think it's dependent on card's implementation.
And In eMMC4.5, we didn't know what exception_event is. At results, we must 
read the ext_csd register, then we can also read the bkops_status.
It's not waste.
As you mentioned, if didn't occur the level-0 and level-1, didn't check 
EXCEPTION_EVENT_STATUS.

Right, in spec, CDM6 need R1B response. But i think that Level-0 and Level-1 
didn't need waiting for busy signal.
