If you are not running dosemu as root or suid root dosemu cannot be responsible. My hunch is that it is the preempt patch that doesn't correctly handle vm86, but I have no proof one way or another. Anyway I would suggest using a stock 2.4.17 without the preempt patch and see what happens.
