IIRC, you can do this using "dd" under linux. I just could not remember if it worked for both "compressed" and ordinary copies of images made with hd-copy.
I'm sorry I could not remember the actual settings in hd-copy but I do remember that if you create images that skip the empty sectors of the floppy, dd failed when those images are written back to floppy.
