Are you sure you're patching the correct version?
tar xzf dosemu-1.1.3.tgz
cd dosemu-1.1.3
tar xzf ../patchset-1.1.3.4.tgz
sh tmp/do_patch
should work.

Nope. Well in theory, but the dosemu's history is
...-0.99.13-...-1.0.0-...-1.0.1-
1.0.1.1-1.0.1.2-...-1.0.2-1.0.2.1
\-1.1.0-...-1.1.1-...-1.1.2-...-1.1.3-...-1.1.3.4
so 1.0.2.1 and 1.1.3.4 are on different branches. One is the stable
branch maintained by Hans Lermen and the other is the development branch
maintained by the person writing this now.

Thanks for pointing out. I haven't checked it out, nor did I hear from
the person who started this project.
So I have no idea what you would gain or lose right now.
Well let's see.
I just checked it out. dosemu-intl is basically 1.0.2.1+the new
keyboard code from Eric Biederman. This keyboard code was integrated
into 1.1.3 (enabled in compiletime-settings). And now (> 1.1.3) it is
enabled by default too.
