You are probably trying to use rawkeyboard.  A global.conf in 1.1.4.0 problem 
prevents this from working at all.  You need a newer version.  I suggest 
1.1.4.13 (http://dosemu.sourceforge.net/testing/patch-1.1.4.13.gz).
