I guess that gettimeofday() thinks it's GMT for some reason. Possibly
you're using the dosemu 1.0.2.x binary which is statically linked to
libc5.

Try
TZ=UTC-4 xdosemu
or
TZ=UTC-4 dosemu

alternatively check this symbolic link:
ls -l /usr/share/zoneinfo/localtime
/usr/share/zoneinfo/localtime -> /etc/localtime
if it doesn't exist then do
ln -s /etc/localtime /usr/share/zoneinfo/localtime
(as root)
