I cannot respond to your query in any technical sense but I can tell you from my own experience that on upgrading from Debian 7 (Dosemu 1.4.0.1) to Debian 8 (Dosemu 1.4.0.7) the serial port stopped working. I solved the problem in a pragmatic way by reverting to the earlier version of Dosemu.
