It does work on the console ( with raw on), but not in an xdos enviroment.
However, it does not work with a telnet session, using ansi, vt100, vt320.
Or with a terminal running any of these emulations.  Is there a specific
emulation it does work with?  I am trying to run our company program from
dosemu.  I would rather use Linux than Winblows Terminal Server. Thanks.

What environment are you running dosemu under?
xdos should certainly work.
under a terminal it might work.
Using raw scancodes on the console should work.
