However, that terminal emulator will need to be able to program and
re-program those keys on the fly from within something like a menu script
or an application start script.  Otherwise, the user would not be able to
properly execute various applications that define keys differently.

For example, what happens when the user at the emulated terminal leaves
dosemu to run a Linux native application or returns to dosemu?  The key
conversions would then need to be read again.  The terminal emulator would
need to be able to do this.  IMHO this situation would be much better
handled by dosemu itself. Dosemu  should recognize when it is called from a
remote terminal and automatically turn on/off the key conversions or read
the terminal scancodes (if a scancode device) directly.
