Not proprietary, just Linux-only.

Because the NetBSD etc. developers haven't bothered to make the latest
versions of dosemu work on their operating systems.
The only people maintaining dosemu are Linux users.

It probably does still work on NetBSD to some extent but not all of the
features will work
