There's no need to SYS a hdimage, DosEMU will find the system files as
long as they exist on the hdimage.
If you use a directory as a hdimage it's just as simple; just copy
io.sys, msdos.sys and command.com to the directory (from Linux) and
it'll be bootable.
If you're not booting the hdimage, there is definitely no need to keep
any system files on it; they're only needed for boot.
