No. It was replaced in 0.66 (well, 0.65.99.12 to be precise) with
'EMUfailure.txt' on the basis that more things ran than didn't -- for 
those areas where lots of things didn't work it was because of something
fundamental, such as the CPU being in the wrong mode. (ie why you can't
run Win3.1/Enhanced mode or Windows95) 

That file has some errors now -- things that we can now handle correctly
-- and I'm looking for people who might be able to help me get the
documents up to date. Volunteers don't have to be able to commit to long
term updates (although it would be nice!), nor do they need to commit to
doing a whole document as most of them are split up into chunks (although
editors would be useful) Anyone interested should email me privately. 

(And those who volunteered to do translation shouldn't think I've
forgotten them -- I just don't want to make you spend time translating
text we might not use.)
