I'm not 100% sure but iproute2 needs updates whenever the kernel API/interface
changes (like new features). This means that if it doesn't change, you can use
old versions with newer kernels just fine, or you are just not able to use the
newer feature in the kernel, but all the other options work just fine (forwards
compatible).
Picking either the 2.6.16 or the 2.6.18 should therefore both work, but
generally you should always use the latest version, as they are all backwards
compatible as much as can be.
