Yes, very strange. Never noticed that before, because usually you have a
server bind to a device and a priveledged port (as root).

I think the SO_BINDTODEVICE does not need to require the CAP_NET_RAW, at
least I dont see a reason for it. (and if there is a reason, then it should
be documented in a comment*)

Another question, if devname=NULL and devname="" it will both unbind the
interface, however in the first case the sk_dst_reset() is not called.

I fear for now, you need to do user mode filtering :-/
