I fixed several reference count underflows recently.
Look at ftp.inr.ac.ru/ip-routing/kernel-ss*.dif.gz
The patch with suffux "vger" is for vger tree, it will fit
to 2.1.131 with several rejects, which may be fixed manually
or omitted at all.
Suffux "ac5" means, that it is wrt 2.1.131+ac5, it must patch
cleanly, but it was prepared not by me. Particularly, one
line PCHEC_EXPORT_LIST is missing in the last ac5 patch.

It is not easy to say, what is wrong in these results.
Probably, they are even valid 8)
Add rate estimator to these classes (option "est 1sec 8sec").
In any case, try to test patched cbq. It fixes some bugs
in scheduler.
