I'm not an expert, but ... i beleive the answer is yes. If I
were you, I'd look into arpd (ARP user space support for kernel, with
some help from the later). Start looking into the Kernel compile time
configurable option ARP DAEMON SUPPORT (tagged as experimental if I
remember it correctly). Regards ...
