How well does it works. Does it limit on the IP layer and can it limit both
TCP/UDP ?

Yes, we use it here on a permanently basis in a production enviroment
and even with his limitations like no dynamic bandwidth it works
flawlessly for more than a year.
Highly recomanded if you want an easy way to limit bandwidth.
