Cool. There is actually a commercial one (can't remember the name right off
hand) that was reviewed in Linux Journal this month which is similar.
But of course we always prefer free/open source software in these parts...

You need to make a homepage for it. Go to www.linuxapps.com and look up any
small software package; most of them will have a homepage with a brief
description of the software, information on how to get it (or best yet,
a link straight to the file), and a screenshot if it's a GUI-based app.
If you don't have your own web space, there are several of sites which are
devoted to giving space to open source projects. I don't know any right
off hand, but I've seen them listed on slashdot.org in the past. Maybe
start with opensource.org and see if they've got some links...

You just need to get people using it. Once that happens, it's inevitible
that you'll get a) bug reports and b) people who want to extend its
capabilities.
In order to get people using it, you first need the above-mentioned website.
Then you need to get it linked someplace with visibility. The first two
I'd go for would be linuxapps.com and freshmeat.net. Once you've got a
blurb about it archived in those two spots, other links should show up over
time.
