Yes, PCI is dandy for that, if you have lots of slots. My computer is
stuffed to the gills, using every slot but one ISA. All my high-speed stuff
(video card, SCSI card, NIC, etc) is on PCI, and the slow stuff (16-bit sound
card, modem) is on ISA. Why waste a PCI slot on a modem? If you DO, and later
you buy, say, a NIC card, you'll have to put in in an ISA slot because you've
used up all your PCI slots.
   I agree that in the days of all-ISA motherboards, IRQ selection became,
shall we say, "interesting". But with half or more of the slots PCI, the few
ISA slots aren't nearly as much as a problem. Anyway, modems would go on IRQ 3
or 4 anyway, right?
