There are two main causes: either /usr/tmp/.pop doesn't exist, or
there is an old temporary file (/usr/tmp/.pop/<username>) lying
around.
Creating the directory or deleting the temporary file will fix the
problem. You should run a cron job to delete stale temporary files on
a regular basis.
Also, the most recent version of pop3d is less prone to this problem.
