It's not that simple. For a system to act as an X display, it needs
to be executing an implementation of software that behaves
as an X window server. Windows isn't such software, and neither
is telnet.

You have to install X server software for windows.

Since X servers under Windows have nothing to do with Linux, you should consult
some other list or newsgroup as to where to get such software.
